FUNCTIONAL COMPOSITION OF THE COMPLEX
WITH SUMMARY OF SURFACE AREAS ESTIMATION

The O.I.C. headquarters occupied should be constructed on the site with total surface of 40.000 (forty thousands) square meters.

The building with approximately 35.000 (thirty five thousands) square meters of office and circulation space to be organized in three sections.

  A. Office section 12.000 – 15.000 square meters,
  B. Conference section 8.000 – 10.000 square meters,
  C. Services and garage 10.000 – 12.000 square meters.

A. The Office section should be composed from following functional groups:  

  1. The office of H.E. the Secretary General.

    This component should be located on the top floor(s) of the office section, containing following rooms: Office of Secretary General, secretariat, two VIP waiting rooms, two conference rooms, a small restaurant, ten rooms for advisors, general services, archive rooms, halls, corridors, and restrooms.

    This functional group should have between 1.000 and 1.500 square meters.

     
  2. Departments:
     
    • Administration and finance affairs,
    • Protocol department,
    • Computer and archive department,
    • Political affairs,
    • Palestine affairs,
    • Legal affairs,
    • Dawa’h and boycott affairs,
    • Islamic solidarity fund,
    • Cultural and social affairs,
    • Economic affairs,
    • Science and technology department,
    • Conference and documentation department,
    • General archive,
    • Offices to serve needs of delegations
    • Space for extension in following five decades - 30% of the office section.

      Every department should have room for director of the department, offices of staff, archive rooms, maintenance room, halls, and corridors, restrooms.

      This functional group should have between 10.000 and 12.000 square meters.

       
  3. Entrance floor(s) should contain following facilities:
    o Hall(s), foyers, corridors, restrooms, restaurant for 100 persons, V.I.P. dinning room, banks, airline offices, medical facilities, and services.
    o This functional group should be functional and fully connected with the conference section of the O.I.C. headquarters.

    The entrance group should have between 1.000 and 1.500 square meters.

    All office floors should be designed with light easily movable wall/panels structures to provide maximum flexibility in organization and transformation of the rooms.

    All offices should be comfortable and of good dimensions, and the most of them should afford a certain amount of privacy to their users.

 

B. The Conference section should have following functions:

  1. Conference halls:
     
    • One plenary hall for 700 persons with space for interpreters, guests and journalist,
    • Four (4) conference halls each for 200 persons,
    • Reception hall(s) with capacity for 700 guests,
    • Twelve (12) rooms for bilateral meetings each for 30 persons.


    Conference hall should be designed as poly-functional to serve different kind of activities. Every hall should have facilities for simultaneous translations, and auxiliary storage for changeable equipments.

     

  2. Public relations facilities:
     
    • Four (4) press conference rooms for 100 people,
    • Two (2) TV studios,
    • Twelve (12) rooms for TV teams work,
    • Four (4) rooms for communication services each for 50 persons,
    • Twelve (12) rooms, 20 square meters each, for interpreters, typists, mechanography, documentation and archive.
       
  3. Restaurants:

    • Three (3) self-service restaurants, each for 200 people, equipped with 500 lunch meals capacity kitchen,
    • V.I.P. dinning room for 100 persons, equipped with service kitchen,
       
  4. Library:

    • A semi-independent block, approximately 1.000 square meters with all electronic facilities and services.
       
  5. Exhibition halls:

    • A semi-independent block, approximately 1.000 square meters with all services and storages.
       
  6. Common facilities (if they are not in the group A.3):

    • Halls, foyers, corridors, restrooms, bank services, airline offices, an information center, registration room, post office, medical care unit, shops, and cloak rooms.
       

    Halls and corridors should be comfortable enough to serve temporary exhibitions, small presentations and informal meetings of small groups, and installation, when is necessary of cafes in corridor areas in accordance with meeting halls and other large rooms.

    Restrooms should be organized and dimensioned related to local area needs. Maximum distance between two of them should be 60 meters.

    The conference section should have between 8.000 and 10.000 square meters of use floor surfaces.


C. The garage and services section has following components:
 

  1. Underground parking garage for 400 cars, differentiated into functional groups,
  2. Air condition facilities with cooling tanks,
  3. Technical services with storages,
  4. Hall(s) and corridors connected with the main hall at the ground floor, and corridors.

This section should have between 10.000 and 12.000 square meters.

Use of the outdoor space

Total land plot surface of the O.I.C. headquarters is 40.000 (forty thousands) square meters. Buildings should cover maximum 50% - 20.000 square meters.

Following functions should be facilitated outdoor:

  1. Garden area should cover maximum possible of the outdoor space. The garden should include an area for prayer for 100 persons and recreation area for staff.

     
  2. Security entrances (4+4) for VIP, staff, guests/visitors, services - for people and car separately should be equipped with the quality electronic facilities for fast control (500-800 square meters).
     
  3. Heliport should be planned as a part of the open area, above the garage structure.

     
  4. Car traffic and short-time parking area (30 cars and service vehicles, 2.500-3.000 square meters).

     
  5. Area for flags of the O.I. C. and member states (150-200 square meters).
