PHASE ONE


 
PHASE ONE OF COMPETITION

The first stage of competition shall consist of a preliminary conceptual proposal outlining and illustrating the approach with following documentation:

a. statement no more that 5 A-4 pages outlining approach to the theme and containing--
architectural proposal (margins 2,5cm each, font Times new Roman, size 12),

b. maximum 5 (five) A3 (landscape oriented) drawings and sketches illustrating the approach, choice of graphic representation and contents of the five sheets is up to the competitors

The documentation should also be also recorded on CD.

Submission of entries by airmail or in person in two envelopes: one with the proposal and one for identification, containing name and address.

The deadline for the delivery of the Phase One proposals is February 27, 2006.

The documentation can be delivered as follows:

  • by hand, during the office hours of the Competition Secretariat;
     
  • by courier, in which case it should arrive at office of the Competition Secretariat before 14:00 on the final day of the delivery deadline;
     
  • by post, in a sealed envelope which should be sent to the Competition Secretariat at the address shown in point 4. of these guidelines. All documentation that arrives by post before the deadline, for the attention of the Competition Secretariat, will be admitted.

Once the deadline has expired, the Competition Secretariat will create a Record of receipt in which the number of proposals received and their headings will be recorded.

The proposals will carry a heading which should appear on all documentation. A sealed envelope should be attached to the presentation containing the written details of the participant and showing the heading on the outside.

The outside of the envelope should also clearly show if the participant prefers to remain anonymous, should they be unsuccessful in winning the Competition, with regard to the possible publication.

The material received will be opened and prepared forthe Jury examination by individuals who are unrelated to the Jury and who will ensure the anonymity of the proposals by removing all references to the sender from the packages.



PRESERVATION OF THE ANONYMITY

Anonymity should be preserved throughout the Phase One and Phase Two until the Jury announces its final decision to the Phase Two of the competition. The Procedure and method for maintaining that anonymity should be as follows:

Each competitor shall create his/her own identification code composed of the four-digit number and two letters of the alphabet, and write that code on each of his/her documents bottom–right and in one cm-high characters).

The code, composed of letter and number, should be shown on the identity form, the description and each of the drawings. The same identification code must be used on all documents drawings and envelopes to be submitted by the competitors, and no other signs or codes shall be inscribed. The identification code must not be written on the outside of the package containing the complete entry.

As soon as the document is received and registered, the envelope containing the identity form shall be placed under seal under until the judging of the first Phase One is over. A registration form shall be made out for each entry received listing the exact content of the each package.
The identity code will be masked by a serial number throughout the jury meetings.
If two or more competitors use the same identification code in their entries, the technical committee may change the identification codes at its description.
The outside of the envelopes must carry only the following wording:
