EVALUATION CRITERIA

• Architectural and urban design: general approach to design which demonstrates boldness, imaginations, and the proposal that contains solutions for the framework and the general criteria described in the guidelines and technical information, develop the Program of Requirements, while taking into account the Islamic character, sense of place and the institution that the Complex will house. Special attention will be paid to the suitable functionality of the design, as well as compliance with the global security conditions and those particular to buildings and area.
   
• Construction: The proposal will be evaluated in terms of the different phases of execution proposed by the participant, with regard to the interconnecting networks, facilities, services, urbanization and buildings. In addition, the construction and technical viability of the proposal will be evaluated, as well as its suitability with regard to the objectives pursued by the Promoter.
   
• Representative and environmental: Adaptation to the general idea of the Complex with regard to the representative, hierarchical and open nature symbolic of the complex as another public service within reach of the citizen and where the environmental parameters are coherent with the urban activity of the Headquarters.
   
• Economical-Provision: The study of the particularities of the location will be evaluated along with the development of the complex, bearing a continual reference to the socio-economical reality within which the project will operate.
